Most kinds of heart disease that don't show up until the age of 19 are either amenable to treatment or not very severe, so the expectation is that it will not shorten her life. But really you need to discuss this with her cardiologist who has the details to give specific advice on her condition.
Unfortunately, it is difficult to answer your questions. Congenital heart disease comes in lots of different conditions and the outcomes are different for almost every one. Some types of congenital heart disease resolve on their own. Some require surgery and then have an excellent long term prognosis. Some patients unfortunately do not do so well if the heart disease is very complicated and usually if it presents in the newborn period.
